BCOP BLTWG Workshop on Budget Openness Innovations and Participation in the Meeting of the OECD Working Party for Performance and Results

On February 3, a workshop of BCOP’s Budget Literacy and Transparency Working Group (BLTWG) took place in a hybrid format – face-to-face for a small group of BCOP members in Paris and via videoconference for wider BCOP membership. This BCOP BLTWG workshop was organized in partnership with the OECD and the International Budget Partnership (IBP). The topic was one of the top priorities identified by BCOP member countries in the recent survey. OECD presented its advice on modern budget openness and empowering public understanding. The IBP delivered two presentations, including the detailed results of the most recent Open Budget Surveys with new good practice examples and the examples and ideas for strengthening civil society participation in the budget process. The workshop also provided BCOP members with an opportunity to directly discuss their country’s Open Budget Survey results with the International Budget Partnership, including recommendations for improvement. On February 4-5, a small group of BCOP representatives invited by the OECD attended a meeting of the OECD’s Working Party on Performance and Results in Paris, within BCOP’s long-standing cooperation with the OECD. Attendance at the meetings of the OECD’s Working Party on Performance and Results provides valuable content input for PPBWG’s work and an opportunity for PEMPAL countries to benchmark their progress in program and performance budgeting with the OECD countries. This year’s sessions discussed driving performance and results across government, new spending review country cases, cooperation between the Ministries of Finance and Line Ministries, strategic prioritization and performance budgeting, strengthening performance reporting practices, and performance accountability and cross-cutting goals. Additionally, BCOP participants were also invited to the OECD’s International Workshop on Rigorous Impact Evaluation Approaches on February 5. OECD meeting agenda and materials are circulated directly to meeting participants by the OECD.
